Introduction to the challenge

The mapping, for all Flanders, of all runoff sensitive areas (areas prone to flooding as a result of direct rainfall runoff over the ground surface). The VMM has awarded this assignment to HydroScan.

HydroScan is developing a region-wide map for Flanders with runoff sensitive areas (areas prone to flooding as a result of direct rainfall runoff over the ground surface). 

The approach:
HydroScan uses the method of direct rainfall modelling, whereby specific rainfall profiles fall onto a uniform grid (based on the digital altitude model for Flanders) and it is then examined how they run off over this grid. 

As part of the project, GIS analysis is used to develop a region-wide map with runoff coefficients, based on the digital altitude model, the soil map and the land use map. 

The input used consists of showers for the current and future climate, but these are corrected, for example, to take account of the spatial distribution of the rainfall. 

These data are finally extrapolated using JFlow software to produce runoff sensitive maps for different return periods and time horizons. 
HydroScan implemented the project in collaboration with its English partner JBA Consulting.

Specific communication process
As part of the project, a specific website was created where the authorities involved (municipalities, provinces, the polders and flood protection agency, etc.) can check the maps online and submit suggestions for their improvement.

The above project results in a region-wide map for Flanders showing the flood risk as a result of direct rainfall runoff. It involves the creation of maps for different return periods and for different climate scenarios. For all these scenarios, region-wide information is provided concerning the flood depth, flow rate and flood hazard class. In addition, combined flood maps are created that visualise the scale of the floods for different return periods in a single map.  Based on the results, each model scenario also includes a count of the buildings located in flood-prone areas.
