urban drainage and sewer asset

Saving potential of 63% or € 2.5 mio/year on sewerage management

Reference case municipality of Mol

Introduction to the challenge

Mol has an extensive sewerage system. The focus is on conservation of the existing infrastructure. The municipality asked HydroScan to prepare a cost-effective conservation and maintenance programme.

Our approach

Identification of 20 % of the infrastructure that causes 80 % of the costs in case of failure

Sewerage management in municipality of Mol
  • In a first phase, the available information on the sewerage system was collected. This includes both digital and analog (e.g. as-built plans, etc.) network information. Historical inspection data, where available, were collected as well.
  • All of this information was organised and integrated into a sewerage information system (RIS). The municipality was guided in its selection of the optimal RIS system and the required functionalities.
  • In a second phase, the strategic sewerage infrastructure was identified based on the available information. This is the infrastructure that will cause the greatest costs in case of failure. Traditionally, it is assumed that 20 % of the infrastructure will in case of failure cause 80 % of the costs (Pareto rule). The selection of the strategic infrastructure is determined in part by environmental factors and is therefore established in close cooperation with the various municipal authorities.
  • In a third phase, a risk assessment of the current state of the system (structural, hydraulic and ecological) is carried out. Where available, existing information is used (existing inspections, known floods, etc.), elsewhere theoretical models (ageing model, hydraulic model, etc.) are used.
  • Based on this risk assessment, (potential) bottlenecks are identified and follow-on actions (renovation projects, additional research, monitoring, etc.) are developed.
  • A cost estimate is made for these projects.
  • The projects are also prioritised in relation to the strategic score of the infrastructure and the estimated failure risk.
  • In a fourth phase, the identified projects, together with the projects for further development of the system), are combined into a master plan and a financial multiyear planning.

Our solution

Flooding risk profile based on scenario simulations

The above analyses led to the preparation of detailed flood maps of the site under different recurrence periods and scenarios, including the generation of risk maps for flooding at the buildings.

These maps were used by the customer in support of the insurance dossier.

The benefits

Insurance premium established in relation to the flooding risk profile
